The basic weapon blueprints (by this I mean the very first weapon for a character) should be given to players at certain progress levels. For example when you read level 10 you get Han's Rimbaud Blueprint or when you reach level 15 you get Lycus' Dolores Blueprint. Also it shouldn't mater if the player has unlocked the character or not they just have the blueprint already when they decide to unlock the character. This could be a nice way go giving characters a nice little power boost without having to rely on RNG. Of course the blueprints would have to be given out after you reach the requirements for getting a character.

EDIT: I think that they do this really early on but never do it again.

Maybe you know this already, when you unlock a character, their default weapon is pre built at a forge level 3 with 2 points into every stat.
