Title: "You must draw character cards until you have four in order to lock them"

I drew 4 cards and even locked some of them already, but now the game doesn't let me lock new cards and the 'reroll' option is not there anymore.

Yeah It might be a bug. or you might have to have gold and also flags at the same time for It to pop up. thats what i am thinking.
