An incredibly unsightly visual effect that hurts fidelity, causes disorientation and, for some like myself, acute eye pain.
It's believed the effect is used to mechanically mask low definition visuals and fade out hard lines as well as colors in place of directly blurring areas and using forced focus locks against capture depth.
It's not doing the game any favors. Either turn it off or give players the option to toggle it off under video settings.
