Title: I have a question regarding Rarity on outfits

Why do they have it? they don't necessarily define the pricing and they also don't drop...
So why is it that they have Rarity ?
being able to drop then while playin would be awesome

Perhaps they originally planned to have them drop and later changed it to be a pay model instead?

Well it is usuall thing if you look rare skins are beter they have more details and char model is changed a bit more. For example non rare skins for Lycus just give him jacket sunglasses and that is all. His rare skin give him more intresting look with more details, also his look is changed a little bit more couze he dont have his metal rms anymore.
